As for the silhouette, I can't read the text, but judging from other uploads here, possibly Suzuran's Father (Arknights)?

No, person on chair is surely Texas The Omertosa — she is the only one who has these blue gloves and... shorts? And she is Siracusan, she was living in Columbia most of her life and so marked as Columbian in game
