Probably because it's yuri and danbooru tagging guidelines relating to it are silly

But some people don't consider these to be true yuri and don't want them included in their yuri searches. That's why we use futa_with_female for images like this instead.

I mean it's not like that's an objective truth, Danbooru just chose this approach (which I think works fine).
