They actually released a global version today. Also, this skin has been in the game since 2020.

I don't think the player is actually supposed to see this much. Drawing the full nude model then putting minimal coverage over it is probably less work than trying to carefully draw around it.

I just checked and the game has a 12+ rating in Germany, so the answer is likely with copious amounts of censorship.

There's also Ero-Labs version, which I assume is uncensored (or at least less censored than the one on Google Play/App Store).

Yes, that's the newly launched R+ version of the game, which includes uncensored genitalia for most regions.
