Saucenao says that this is the artist and this is the source, though it seems that the artist has deleted his profile. If you follow those links while logged out of Pixiv you'll see that he links to this blog, but that looks like it's been deleted too.

From what I recall the one on his blog only had 00-09-80; this one came from 2chan/futaba.
