look at a person with their hair in their face, you can still see their facial features through it. THat's what the artists are trying to depict, it just doesn't look too hot when working with animation, drawings, etc.
Since we're already nitpicking (although I totally agree), I'll point out that the word is "phenomenon". "Phenomena" is plural.

Yes, but it could have looked so much better. Like making the hair translucent in those areas, for example. It doesn't help that the mouth doesn't look well-positioned in the first place.
Momiji's eyes and mouth are not on the side of her head, and only eyes and eyebrows tend to get layered over hair (I never understood why)
If the artist wanted to show Momiji's surprise at someone who just came in (or whatever it is), her head should be turned rather than her detached face
