She could probably alter existing memories by adding things right out of the imagination in them, creating new memories in the process.
The "erasing" of memories is more likely a form of memory blocks causing forgetfulness and amnesia.

Keine's barely looking at Mokou. I could feel a certain heart-breaking-ness to it. Who knows? No matter what might happen Keine would still fall in love with Mokou.

Now, I can't read Japanese, so maybe something is lost in translation, but... She didn't explicitly say she erased her own memory, she said that she "made it so she didn't".
Even talking about how she at least used to love Mokou shows she at least remembers loving Mokou. Just because she's got a superpower doesn't mean she has to use it to solve her every problem - she could just be holding her feelings back by force of will. (She certainly seems to be avoiding looking at Mokou as if she's emotionally conflicted.)
Of course, it's not like Keine's power is nearly as effective as it really should be, anyway - she ate the history of the human village in IN, but every combination of playable characters manages to bumble into it, and recognize the place, without even specifically trying. Apparently, the "erase memories" effect gives you a fairly easy saving throw.
Hrrrm.. I hate to say this, Keine may be able to erase her own history of falling in love Mokou, but feelings imprinted in the heart stays. And also I don't think kissing someone is to "ravish" someone in my book. There needs to be more to it.
