It's likely a Western (and pervert Japanese, in the case of Meiling) idea that the Chinese don't wear pants under those "skirts." Watch any Chinese action movie or other Chinese sources and you'll see that pants were part of the outfit.

This is likes drawing a picture of Meiling that's beating Yuuka's crap out. It makes no sense,but it makes Meiling badass. I think Yuugi can breaks Meiling easily.
