Apparently they only have to be 13 years old or weigh 4kg to be considered a bakeneko, which includes nekomata it seems. Or you can go by the Touhou wiki which puts the age at 10.

I always thought they had to be way older than that, wierd.

Well, when you consider that around the time that legend came into being, lots of humans didn't make it to 13, you can see why it might have seemed like quite a long life for a cat. (Also apparently the Japanese ate cats up until the Meiji Restoration, which would tend to cut down on the number of aged specimens.)
