A machine translation of it seems to reveal that it's just an essay about Latin, in Latin. I guess the artist just wanted some Latin to stick in his image and that's what he googled up.

Not really. A Japanese guy want to put some Latin in the book to make it seem like the character is intelligent, but he obviously won't know Latin himself (look at how the average Japanese person handles English, even as part of a professional creation) so just copy-pastes some random stuff in there. It's like the German in the Japanese dub of NGE was just made up crap. The Japs cannot into foreign languages at all.
