Should sleeveless be add when one sleeveless-garment is present, or when the character itself is sleeveless ?
In the first case the implication is good.
In the second, you can have tank_top detached_sleeves which aren't qualifed for sleeveless.

Was thinking of the usage of the sleeveless tag today as well, but couldn't find this topic.
Do we want to have sleeveless_dress still imply sleeveless? They are cases where a character has the dress removed (see @kuuderes_shadow example) and other examples where the character is wearing another garment on top, like post #3024517.
In case of the last example, it feels a bit weird to have it tagged as sleeveless because for me it implies that the character is wearing no garment with sleeves (here: The jacket has still long sleeves, but the post is also tagged sleeveless).

I'd still that tag post with sleeveless just like I tag it for clothes with detached sleeves since the clothing doesn't come with sleeves attached.
If we made sleeveless based on the character then would that not mean that it becomes very similar to bare arms? The main difference being images where the arms aren't in the image.
On the other hand if you did it based on the outfit then you'd have to add the implication from tank top but also from stuff like vest, waistcoat and other sleeveless garments.
Or you could have it for only outfits that can have sleeves but don't in the case in the image. Which is basically the way the implications currently work. It's perhaps the least intuitive of the three options, but to be honest thinking about it it's probably the most useful option.

Have to agree that the last option sounds like the best one, it makes more sense from a tagging standpoint imo.
