well, the way the bodysuit is drawn makes it look like her boobs were glued onto her chest, rather than extending from it.
look at post #4323223; notice how ayanami's swimsuit slopes over her boobs, rather than making them appear artificial.
also, the background is pretty poor.

I don't see why these posts don't deserve to get approved though it's not a high quality post but it's definitely not a low quality one

well, the shading isn't the worst, but it's not that great either. it paints a mediocre light on the rest of it.

i tried to avoid uploading low quality posts to my own personal taste but i dont see why these posts dont deserve to get approved though its not a high quality post but its definitely not a low quality one at least above average that everyone can like in my opinion
her torso-up looks good, but the lower looks like an amputation. I get that her feet are submerged, but the proportion of her calves to her much larger thighs just makes it look like someone cut half of it off.

I wouldn't upload another version if the only difference is the type of censorship. also consider the post you're citing was uploaded by an unrestricted user; they didn't have to pass the mod queue.

Then post #4322206, I can see it is atypical in Danbooru but I can't pinpoint any other major defect, considering the last deleted end card is from 2y ago.
With these I kind of identify why they weren't approved I just want to corroborate that's due to them not being bad but not standing out either

Sourceless posts and screencaps have a much harder time getting approved. If you got a picture from another imageboard like yandere/zerochan/etc it's better to put that as source rather than leaving it empty.
