Well, those three are the existing tags about whether the mouth is open or not. And per wiki parted lips require a visible open mouth, in most cases the mouth isn't visible as open on :p so I go for the closed mouth because that makes the most sense out of three. And I don't want a fourth option to determine how open/close mouth is. The parted lips wiki can be changed to say it can be used for tongue out purposes as well, but if it's not changed I will interpret it as such.

If you mean nuking it, it probably won't pass if it comes down to voting. And even if it is nuked, people will create something like tongue_out_on_side.
