create alias hoto_cocoa's_mother -> hoto_chiyoko

Her actual name, also shows up in the GochiUsa wiki and the most populated tag for artworks featuring her.

You don't need to preemptively make the new character tag before making an alias BUR, just fyi. Aliasing an already existing character tag automatically turns the new tag into a character tag too.
