Didn't have a chance to put those guidelines in place before this happened. They were generally understood by the small group of janitors/mods in place but when you instantly increase the size tenfold it's a lot less likely those standards are going to instantly carry over.
At any rate, my quick answers, though in depth discussion really needs separate threads, and we've discussed these all to death already so I'm not sure what would com of it:
Photoshops? - No. I've taken to deleting user edits of images outright. Detexted Megami-type scans (with a parented original) is my only exception, and moe.imouto is better suited for that anyway (and 9 times out of 10 that's where the uploader got it from).
Hard translations? - Technically yes, in practice finding ones that meet standards is harder. Okay if original is uploaded and made parent. A lot of users REALLY dislike them and continue to fight them. The translation also needs to be good since it can't be changed and most of us cant judge that.
Photos? - No. Some will approve the rare cosplay but I don't recommend it whatsoever. Much cosplay has died in the queue.
Screencaps? - If good. I only approve good 720+ res eyecatches and well done stitches. A lot of these don't make it though, and virtually everything else dies, rightfully.
Hentai gifs? - I don't but it's not something we would set a specific rule for. A lot died in the queue before if that means anything.
On-topic vs off-topic? - If it's not anime/manga/etc related somehow, it's probably not appropriate. Again, you're not going to get a clear guideline on such a broad question.
As jxh said, we can't see the queue anymore, but you can still use "hide from mod queue" to let janitors+ know that one more person didn't want to approve the image. I haven't really been using it though.
As for locking ratings/notes, you can unlock by clicking edit on the post page and un-checking the respective box.

These can be undone from the post page itself, above the tag edit box. But I find it strange that we have the option to lock these parameters from the Mode function, but not the option to unlock. The first time I came across this issue, I had no idea how to unlock these.
Important question:
I'm seeing the "Can Moderate" switch in privileged user profiles as well. Matter of fact I'm seeing it in Member and Blocked too.
And they're all defaulted to True.
Albert, is this just a profile display issue? I'm assuming they don't *actually* have the ability to approve posts.

I agree, but want confirmation anyway. It'd be nice if that bit could be removed from the profile, even as a display thing, except where it's relevant (contributors).

I can't seem to do that. All I'm getting is "Error: You can not moderate posts"

Well that was for something unrelated to weather or not I can judge the quality of posts. I don't think this policy should stay.
On the other hand, there are probably many people with negative ratings that got them for post quality judgment related issues. Since this whole policy is under review at the moment, I think it'd be foolish to expand it further before we see how it works as is.
On the other hand, if we end up keeping this system, and neg-rated contributors were simply initialized to have moderation disabled rather than being hard-code excluded, and one of the mods knows you well enough to trust you and override the initial prohibition by flipping your moderation switch, that's probably feasible.

You only have 27 uploads. You should have not been made a contributor. I disabled your approval rights. At least I think it was me, I disabled a number of contribs with almost no uploads.

With all the recent changes, it might be a good idea to have some sort of minimum requirements for any user to be promoted, like how long it's been since he joined Danbooru, the number of posts uploaded or notes made, etch.
Even I have uploaded more stuff than most contributors.

Certainly for contributors, yeah. There are some people that I have invited to contrib that I would not have invited to that level if I knew they'd have post approval abilities. In fact I've disabled approval on a few of my own invited users, because they seem to have stopped uploading right after I invited them.
