Those have plenty of downvotes too. They’re just outnumbered by the upvotes. There’s no rule saying bad comments can’t be upvoted.
If you really think you’re being targeted, ask a mod or admin to look into it. They can see who downvoted what. But it’s most likely random users. The best thing to do is just move on.
Also, read the posts above if you haven’t already. They do a pretty good job explaining things.
