Maybe I'm forgetting something, but I don't think there is an official dragon-form design for him? The tag looks like it is a random collection of fan designs.
Pretty sure this one is official but it doesn't look like the official art for it got uploaded and the only thing I've been able to find in quick search is a different chibi design.

Should it be nuked then? Is this some sort of shared ability among genshin characters? I don't play the game so I have no idea what any of it means. Should we have a general tag for dragon forms?

No, it's not a shared ability, just a lore thing for this character (he's a dragon even though he doesn't look like one). Probably the generic monsterification would be good.
