A good amount of the time, you don't even need to request and can just make them. It's usually good to have discussion on the forum if you're honestly unsure if what you have in mind is good or not, but don't be afraid to make (good) tags. Not enough people brave the waters, from making new copyright tags to new chartags (especially for named OCs) and concepts common across a number of posts that are otherwise unsearchable due to lacking a tag to identify that theme/action/etc.
