Wading implies water

BUR #43578 has been rejected.

create implication wading -> water

It says in the wiki for wading that a character has to be standing or walking in water for the tag to apply, so I think this implication is a logical result.

Also, for other substances, I looked through the first 33 pages of the wading -water search; there were 2 posts that I spotted where the character was standing in something that wasn't distinctly water.

yeah, I see that now. Maybe it would be better then to simply change the wiki from water to any liquid substance
