missing Ralsei implication

BUR #44725 has been approved by @evazion.

create implication ralsei_(hat) -> ralsei

Same character, just with a hat on. Surprised the implication doesn't exist already tbh.

The bulk update request #44725 (forum #373421) has been approved by @evazion.

There's more if you search ralsei_*, whoever made the tags probably just didn't get around to submitting BURs for them yet.

And probably submit said BURs in topic #32258, or make a separate thread ala topic #32632.
