check_* -> *_request implications

Implications of check_* tags to their respective *_request tags, similar to check translation and translation request, check character and character request and so on.

Why even have different tags for costume and cosplay checks, let alone requests? I feel like that should be heavy lifted by clothing request. Is it actually useful for gardeners to know to look for a character that the outfit is likely based on if the tag explicitly says "yeah it's a costume or a cosplay"? How am I supposed to know if something is one thing or the other to determine which tag to use if I post something I'm not familiar with? I've had several posts where I never added any request or check tag only to later have it changed to a specific copyright, character or have cosplay tags added.

We have a pretty curious lineup of check tags (here). Honourary shoutout to press check that was a meta tag.
