what's wrong with this artist? every time a non-contributor posts them (including me) they get rejected but I don't see why. additionally the posts are decently well upvoted

Don't worry about it and just let it expire in the queue, accidents happen. If an approver deletes it now it'll take 5 slots from you.

Number of upvotes (or downvotes) aren't a factor when it comes to whether something is approvable or not. I can't judge the quality personally because it's rating:e which I typically avoid.

Oh if it's your commission that's fine. Add commissioner upload to it and you can remove the source since that's not where you got it (can leave the twitter link in a comment if you want).
