Isn't it possible to have just a tombstone or a sotoba without the burial site itself? I wouldn't want post #10235457 when looking up grave

Yeah, the tombstone is just a grave marker but you can have scenarios where a tombstone isn't placed at a grave, like ones before use or decorations like with Halloween or photo props. They're also iconic enough that you can end up with novelties of them (ex: post #9876629: desk ornament or post #9228769: a cake decoration).
