Any feedbacks on why aren't these approved? This site accepts works from other western artist like "jay marvel, bunkwizard, fellatrix and etc". So why wouldn't a classic artist like
shiin-o be allowed?
Someone else appealed this on my behalf earlier, and I find the approver comment about flagging the artist's other work for review concerning. Most of the artist's past works have been manually approved, including by moderators and an admin. Somehow, this one piece is not only of poor quality, but an indicator that previously reviewed and approved pieces are as well?

It's a slightly-common-but-sometimes-misguided response to appealing posts with "same quality as the artist's other works", since posts are usually approved on their own merits and other posts from an artist being approved don't guarantee that newer ones will be. I say "sometimes misguided" because there are times when someone appeals a genuinely bad-looking post with that reason and people go check the artist tag only to find those "same (poor) quality" works. The reverse can be true too, a good post gets appealed and people will check the tag to undelete/appeal more that slipped under the radar.
This one looks fine to me, so I undeleted it.

You still need to add a source for your image. Did you get it off a website or did you scan it yourself? And if you did scan it, you should add self-scan and the specific work you scanned it from (the name of the artbook, magazine, etc.).
We don't normally tag when something was created. The closest we have are year tags (which do not apply to this post since the image isn't themed around a particular year) and artstyle tags (1980s_(style), 1990s_(style), etc.).
Also, I'm not qualified to comment on the art quality since I'm not an Approver, but I couldn't help but notice some odd blurriness on the left arm and the crotch. Were those present in the original artwork? Was it a bad scan? Note that third-party_edits are generally not allowed.
I did not edit or modify the image in any way; the blurriness was already present in the original source.
I still have many other works by this artist in my archive. I originally obtained them from the artist's personal website, which I believe was hosomas.web.fc2.com, but the site is no longer accessible today.
I also purchased some of his art collections. If I remember correctly, I bought it through DLsite, but I can no longer find the product there either.
Given that both the original website and the DLsite listing appear to be unavailable now, what would be the proper way to indicate the source when uploading these works?

Wayback Machine has 29 captures of the main webpage. Look for a capture made around the time you first downloaded the image and browse the links like you normally would until you find it. Then put the URL in the source field.
Make sure the images are actually the same. You can compare the image URLs with https://duplicatebooru.zipfiled.info if they're both online, or you can download both and use a hex editor to compare them (HxD is a good choice).
Also, make sure you remove the extra web.archive.org parts and use the original URL. We want to avoid linking directly to the archive whenever possible. If the link is broken, add the original URL anyway and tag the post with bad_id.
For the DL product, if you can't find the page it was on, you can just put the product name in the source field. If you got the images from the webpage instead of the product, you can mention that in a comment.

I don't think it's a third-party edit. Another image present on the blog has similar blurriness around it (Rating Q; asset #48703268). I found the source and changed it to the new one by putting the link into the Wayback Machine and pressing "GALLERY", but make sure you're using the tips Blank User gave you for future posts.
Oh also, make sure to add the links you find to the artist's wiki page. I was able to retrieve two old blog links and add them to his wiki.
