Maybe it should just apply to larger bodies of water like ocean, pond, and canal. Water is pretty much implied by those tags.

While it's theoretically possible for a body of liquid to consist of something other than water, those situations aren't what these tags are intended to represent. Liquids such as blood, urine, or other fluids should be tagged separately and don't seem relevant to the meaning established by these tags and their wiki descriptions.

Water on underwater posts is like bare shoulders on bikini posts or no bra on playboy bunny posts. Sure, it's technically correct and it does fit the criteria of a meaningful amount of water, but is there any point to it? Now you have to take extra steps to filter out posts to get the spiritually-fitting posts. At that point you might as well imply underwater to water but I have a feeling it's not implied for good reason.
