As per its wiki, I don't think water is meant for pictures where the liquid isn't very well-defined, which it isn't on plenty of scenic images featuring rivers, streams and the like.
For example post #10594589, post #10901721 have rivers but I wouldn't tag them with water.
And then there's bodies of liquid that aren't made up of water like in post #879142
Maybe it should just apply to larger bodies of water like ocean, pond, and canal. Water is pretty much implied by those tags.
While it's theoretically possible for a body of liquid to consist of something other than water, those situations aren't what these tags are intended to represent. Liquids such as blood, urine, or other fluids should be tagged separately and don't seem relevant to the meaning established by these tags and their wiki descriptions.

When I made a similar BUR a year ago, it was mentioned to me that water shouldn’t be used for underwater posts. forum #362447. That’s what I based my statement off of. However, I can’t find a wiki page that supports this.

Water on underwater posts is like bare shoulders on bikini posts or no bra on playboy bunny posts. Sure, it's technically correct and it does fit the criteria of a meaningful amount of water, but is there any point to it? Now you have to take extra steps to filter out posts to get the spiritually-fitting posts. At that point you might as well imply underwater to water but I have a feeling it's not implied for good reason.

The bulk update request #61154 (forum #445381) has been rejected by @Societal-Clot.
Also, the rule that you shouldn't tag water unless it's very well-defined reminds me of the old dumb rule not to tag sky and similar tags (see topic #16415 and topic #19273 for discussions about this) unless it covered a significant portion of the image, it feels like a loss of information.
