In this specific case, it quite clearly is not low quality. It's a well-drawn and colored redraw. Nothing about this is low quality. The only reason I could think of for someone to flag this as low quality is because they don't realize it's based on a funny frame from a movie and instead think it's just bad proportions and perspective
