Necessary Hiimdaisy reference aside, I'm not seeing how this is symbolic of Aya at all. Not a camera or pen in sight. What would an empty, closed cage mean for someone who doesn't (as far as we know) feel caged or want to cage anything?

Aya thinks that she's perfectly free, but as a tengu she's still part of the tengu hierarchy, and it hasn't occured to her to try breaking out of that social cage.

And even if she's the self-proclaimed fastest in Gensokyo, she's still only the fastest in Gensokyo, a small pond that knows nothing about the ocean.

She's a bird content in the cage that she cannot see.

Everyone else has talked about the cage, and I don't have much to add on that front, but look at her claws. Made of fountain pens.

Mazeran gives some explanations in his Pixiv description, sadly it's in Japanese, a language I don't understand, and Google Translate is not particularly good at translating Japanese to English.

I can see the reasoning behind the fountain pen claws, though. In a sense she is like a predator, hunting for news. And where a raptor's claws can mangle bodies, gossip can sometimes mangle lives...
