I thought it was referring to Kiseki due to the nature of the dialog, but it's actually describing Loves Only You. Loves Only You raced from 2018 - 2021, hence the "several years ago", implying that Kiseki wrote the manga about it before Loves Only You actually accomplished her feat.

The problem is that it's a very obvious reference to Forever Young's exploits, in the sense that Kiseki somehow predicted them, not Loves, Tact and herself at the QEII Cup.
