I'm not sure why you would need permission from someone who was banned. Just because he was uploading this artist doesn't mean he owns the right to uploading them.
I'm also not sure someone who was banned for being underage should still be involved with the site, even (especially?) through a proxy.

I was going to complain because how am I supposed to know where to find that, but I guess I shouldn't be surprised that a clearly very mentally unwell teenager would just use the same handle for all of their accounts, including one that would out them as violating the site's rules.
Anyway, nothing I read there really helps. He's banned. He's not supposed to be here. How it impacts his mental health is not Danbooru's responsibility. Someone can correct me, but I'm pretty sure I remember people getting in trouble in the past for acting as proxies for banned users. It not being explicitly against the rules doesn't negate the fact he was banned for a reason, and having other people interact with site in his name kind of defeats the purpose.

There's nothing wrong with uploading these if you genuinely like them and think they'd be a valuable contribution to the site. But as blindVigil said, you should not be doing so on behalf of users that don't belong here.
Also, you should learn how to use the tagging system yourself instead of having others provide the tags for you (see howto:tag). Partly because tagging is the uploader's responsibility, and partly because, as an adult (I'm assuming), it's highly inappropriate for you to be conversing with a minor about your shared obsession.
