I'd assume it might refer to Kongou's line about "A time and place for touching." While the destroyers have their own interpretations of what's going on between the admiral and Kongou.

Basically, the destroyer's interpretations of what Kongou is talking about ("touching is OK") reflect their levels of maturity.

Akatsuki: "OMG! They're gonna hold hands!" (She might get cooties! That's not good for a proper lady!)

Ikazuchi: "Hey! Commander! No kissing other girls!"

Inazuma: "Hawawawa! They're going to night battle, nanodesu!"

Hibiki: "So, ya knocked her up, yet?"

"Second comes" blah blah blah

I'm sure they're referencing that song. We have the same song in Asia, but I can't remember how it goes off my head
