It's not Reimu Hax so much as it is just Somehow, I Don't Think You've Thought Your Cunning Plan All The Way Through on the part of Seija.

Of course, in actuality, if all Seija ever tries to do is reverse things, the best way to defeat her really is to just set up something that, when reversed, is actually much worse for Seija than what she was initially faced with.
