    I got this feeling when I was watching this.

    It's the same with me. Kisaragi wasn't all that major from the beginning, then suddenly in one episode she's made to at least look important, then they sunk her. It's much too forced for me. The whole season ended with only Kisaragi that is mentioned sunk. There was a time when Shouhou is said to be on fire, but there's no later report that she's sunk.

    In the end she never was too important despite their attempts to make her death meaningful.
