Probably because he looks rough, he's unshaved, the ponytail, the eyepatch, etc. Doesn't look spiffy or officer-like.

It's not straight from the game lines like I initially suspected. That said, she does tend to talk with a fairly negative/depressed tone. She snacks on caramels at one point, then says it's something she "doesn't hate", rather than likes.

Her actual 0200 line is about how she is serving the admiral watered-down sake so that he can continue going through the night. (It doesn't have a sexual innuendo in the original, but of course, artists love to add one...)

In general, she speaks like a stereotypical vengeful ghost (or even like a Shinkaiseikan...) with creepy laughter (what the admiral reacts to) and laments lacking the capacity to change her doomed fate.
