It's childish to respond with violence. Proper answer to seeing one soldier molesting another is to inform MPs.

Sure you can, if you see a dude all up on a woman fondling her when she clearly doesn't like and rip him off, put him in an arm lock, and throw his ass to the ground and hold him until the police arrive is that assault? Using a reasonable level of force to stop a crime from being committed is perfectly legal, up to and including killing someone in certain situations.
It's Hyuuga's marriage line (which can also be translated as "Well, I expected that."), often appropriated for situations like these. (especially when a Gilligan Cut is present or implied)
