Inazuma might not be entirely a good girl, but she earns her karma.
I don't see how having a favored body type is really on par with the others' have-to-be-restrained compulsions. It's not that different from anyone who, say, likes large breasts or DFC, she just really gets turned on by the Commander. (Maybe she's just going through that age where she's really started noticing the other sex...)
But then again, I really have a soft spot for Inazuma, so I can't see her as a bad girl. I still take offense at her getting knocked out by Akatsuki for staring at the Admiral coming out of the bath, it was Hibiki that was conniving to create the situation and make it worse, Inazuma just helped herself to a peek.
