Not sure if Sarcasm, but if not. How fast do you think those fans could possibly be going? If you're worried about her boobs being chopped off, those mini fans don't rotate very fast and are usually made out of cheap material anyway.

-as long as you don't put your whole length of anything in there at once, of course. Fan blades are designed to 'scoop' wind and push them to the direction the fanhead's pointing, so if you tried to put anything against the blades you'd be pretty much repelled...unless you somehow managed to slip an object past their 'scoop' radius, then that object would instantly met the blade's edge. And in this case, the only thing that could fit between that frame containing the fan needs to be smaller than those weapon of mass destruction.

With boobs that big, she must be sweating a damn lot in her shirt. Also, the large surface area (and thus proportionally large amount of surface veins) would make it easier to cool down more blood per second. So yes, sending cool air down her cleavage would feel really good, akin to multiplying the feeling of putting your feet in cool water in hot weather.

Most portable fans like those tend to use soft vinyl or foam blades. Much harder to accidentally kill yourself with it.
I wear one of those when I work in the machine shop. My fan is called o2 cool. It is literally a self-contained desktop fan, and is priced as such. The thing is so weak that you could stick a piece of wire into the blades and it will stop it. No risk of injury at all. These things are designed to run for the whole day and give off a slight breeze you almost can't feel but it does make you much more comfortable throughout the day.
