My dorm bathroom has the motion-sensor light switches as well, and because I tend to spend a while on toilets because of a medical issue, sometimes I have to wave my hands over the top of the door... :/
Lights powered by motion-detecting sensors to save on electricity costs. The bane of anyone who has to take a dump.
At a certain point though, you may save money but you effectively neutralize the point of the asset. I went to a college for some work recently and they didn't have any paper towels to "help the environment". Did they have an electric air dryer? No! The biggest irony is right below the obnoxious sign that said "Thanks for not using paper towels and helping our goal to eliminate trash" was a poster that said to wash your hands to stop spread of germs. Everyone knows you expose more bacteria after washing hands, which is why drying is also an important part.

Wait, so they just didn't have any way to dry your hands? What the hell.

Yeah, environmentalism. ʅ(ツ)ʃ Its hilarious (well no actually it is sad) they sent out an email saying that the reason they did it was budget cuts (but wait, I thought they said it was for the "environment"...) and wanted all of us to vote for certain politicians in the local and state gov. Well the fools all lined up at the polls and the asshole got elected, then a month later they sent another email congratulating us on "our" win but telling us that the first cuts were "too severe" to resupply the bathrooms and to be sure to "be vigilant" and vote again next time. The worse part? They do this every 3-4 years so the new generation of students fall for the exact same scam. I remember when I was a student there they did it with printer paper, you had to pay for your homework and essay guidelines OTL. It was a small fine but a fine nevertheless. Somehow seem to remember something about taxation without representation but I guess they are in the legal clear since technically they are a private business (even though they get tons of gov money for research).
