I would say it was drunken fist, but it's more like she's off-balanced and, therefore, exhibiting something that you would more often observe in combat fixed-wing aircrafts than ground or ocean-based vessels:

Yeah, basically she's in a "move-by-wire" state, i.e. the human equivalent of fly-by-wire: At any given instant, she's on the edge of "stalling", which actually makes it much easier to move in any given direction (due to lack of initial friction), but risks actually falling down if you're not careful.
