Looks like he used up his last command spell from the looks of the fading runes. He must have said he wanted to increase he mana but from the way he's struggling he didn't word it quite clearly.

Umm... based on the artist's commentary. My take on it is that he's been trying to use the command seals to essentially get her to stop. To put it into perspective normally it would take 2 seals to make even the most stubborn servant obey a command they do not want to do...
