Oh man I didn't noticed that her arm is that distorted. I mean is it really badly deformed? My eyes are not good enough to make make distinction to tell the difference here so anways I guess I have to be more careful with small details like that in my future uploads in order to get not flagged.
It's foreshortened a little weird more than being any kind of deformed. The mix between sharp focus and blur over various parts of the image make it look weird if your eyes are focused anywhere other than her nose or eye.
Either my knowledge about human anatomy is not sufficent or the flagger mush have phd degree on medical science. Seriously these kind of flaggers are the reason why I have recently started to hate danbooru. We have tags like anatomical nonsense or bad anatomy yet why rather than using these tags but people prefer to flag these kind of quality pictures in the site? I mean there are tons of shit bad and distorted anatomy pictures you can find in the site if you dig them enough but just flagging these images for the sake of their self-knowledge is not nice. It's called abusing the flag system. It might look bad to you but as for me this is above the avarage quality and I still cant see the how her arm is distorted in the first place.

People here fails to see the real artist style or perspective, they just see one style, they don't care about anatomy, they just look for ideal measures and positions or postures; Following as reference the popular artist (most favourited), mostly in danbooru that is turned into "knowledge", its not like they know about anatomy, they know something about good drawings only, looking just at 50 aprox. of the most favourited artist in twitter, pixiv, nicovideo or any platform.
I was the flagger. I tag bad_anatomy on pictures all the time without flagging them. For this picture, I felt, given the realistic style being portrayed, it needed more scrutiny.
I really don't want to attack flaggers, but I wish some of you would do some basic research into anatomy before you start complaining about it.
Using your linked picture as a reference, note how his upper arm reaches the top of his head. You can clearly see the difference in proper length versus what the artist has drawn here. I get it that the artist intended for Tracer's arm to not reach that far up her head. However, his poor shading technique makes her arm appear like a shortened stub, rather than foreshortening. To me, it was jarring, and off-putting enough to not just glaze over it with the bad_anatomy tag. This is my argument for why I believe it is not something worth showcasing on Danbooru. Although since this post was approved, my argument is now a moot point.
I very rarely flag posts. This is the sixth time I have ever flagged a post. I tried to be concise about what I thought was wrong, and I apologize if I came off sounding like an asshole. Perhaps I should have worded it better. I'd like to stress that I am quite pleased with what Qpax uploads and that this flag is not meant be a personal attack on him.

The quality check works by someone clicking the Flag button on an active (non-deleted, non-pending) post, typing in a reason, then waiting three days to see if the image is re-approved by someone other than the previous approver.
People really should stop insulting flagging people. It is so annoying and it is written in the howto:comment and howto:flag wiki to not attack people for having different point of views.
