The problem isn't how Admiral reacts to Kongou - it's how Yamashiro sees it.

And it still remains ambiguous if we're seeing an angry Mamashiro or a yandere Yamashota. Probably the former since the Admiral's discomfort is a caveat for Kongou.

There's definitely a bit of the latter, given how blushy she is around him and how, when Fusou figured out how she felt about him, Yamashiro said, "So, you figured me out..."
I definitely prefer to think of it as being a bit of both, though.

I think she's more very attached to someone who gave her unconditional affection outside of her sister. She didn't want anyone to take him away, which is why she took the rumor of his transfer so hard.

I'd love to have her so attached to me.

Yeah. Given that she was the boy admiral's first Battleship who receive so much attention of course she wants to return that favor too.
