    I think there is a literal case of lost in translation. Yodo and Akashi were talking about the location of nonco's circle in Comicket. It somehow become about I-14 in the ofuro through Iowa's gutter mind.

    Or Chinese Whisper game (found out about this phrase while looking for the english for the french phrase called "Telephone Arabe")

    Had to stretch a bit to make the pun work, but it's passable at least.

    Explaining the joke

    It's basically just Saratoga mangling the English (Hopper Overflow) into something resembling Japanese.

    /hoppaa oubaafurou/ "Hopper Overflow " into /oppa oofurou/ "Titbath"

    and

    /ei 14 ei/ "A-14a" into /ee 14 e/ "good 14 [direction]" (the last /e/ is the directional particle へ (pronounced as 'eh')

    Which Iowa interprets to mean "I-14 is good for having a breast-bath?"

    It's when the chest the hopper is connected to is full, so anything else that goes into the hopper just spews out on the ground and floats there until it despawns, of course. This is basic Minecraft. ;)
