I think it's more that it's treated like she's the only one actually angry/the one who decides when everyone else will forgive him/like it's just an issue between ShotAdmiral and AkoboNee-san. If nobody else cares that much, it makes her seem like the unreasonable one for getting so upset.

Maybe she's low-key upset that TTK-kun has never shown any appreciation toward her (on-screen) like he did to Fluffy and Mamashiro. Meanwhile, everyone else at base is probably like, "oh he's just a child. He doesn't know any better." Not only that, but she's been doing the heavy-lifting for the most part, so it's hard not to feel empathy for her.
Still, the one majorly at fault is Kongou, and even then she had good intentions.
