Its probably due to the fact that there might be women with large chests apart from Kouhai-chan roving about as a factory trainee supervisor(?) that the men need tungsten level resolve not to be distracted by those huge tracts of land. Hell I'm not gonna be surprised if there are some cases of large boobs related accidents that may happen in Tawawaverse.

Considering some of the background events he's included it's pretty clear the average cup size is much higher than real world.
