... That's a surprising degree of emotional maturity on part of the usually super-posessive/competitive Kongou. I guess being the oldest sister of four is partly the reason for that.

She's not possessive (at least, not with this admiral), she's just an overly-enthusiastic goofball, who therefore reacts well to other people claiming they're overly-enthusiastic goofballs.

She's also acting very stereotypically like a Japanophile foreigner to someone else acting like a stereotypical Japanophile foreigner, apparently even forgetting to speak Japanese for a second...

Only because her Admiral is a little kid. Wait until he goes through puberty and turns into a handsome young man... or reimagine the setting as a shotacon-permissive one, like the one in Nakajima Yuka's KanColle H-doujinshi.

That said... You make a valid point. This Kongou loves our boy admiral like a big sister does her little brother (well, with sometimes weird ideas of what expressing brother-sister love entails), I guess is the most apt way to put it.

Also, she's not a "dressed-in-black, kill-you" ninja, she's a "Jyapaniizu NINJA" wearing bright orange clothes or a black t-shirt around her head yelling about chakras with a bad accent, which is more on a threat level with chuunibyou.
