I think it refers to ammo and about charging something. I guess It sexually suggestive about refill ammo. But not sure.

According to this tag, it's the joke animal version of the protagonist from Armored Core: For Answer (hence the interface and references to charging a weapon). The reason he looks like a furry cat is because of the original ASCII art depicting him as such. Following from this, the green glow is likely from Kojima particles. Kasumi is referencing the protagonist's operator Serene Haze aka Kasumi Sumika who is known for being a harsh taskmaster.
