In this case, せっせ is the name of a person. And ツイ refers to some of their tweets in response to the parent image (1 2 3).

(the slang for sex you're looking for is おせっせ. Incidently せっせ is a different word)

I actually follow the other guy too, so I was thinking of that in particular.
