For some reason the commander doesn't think to call out for help. Let's cut her some slack, maybe she didn't know Roon was a homicidal maniac, but as soon as she saw her trying to murder her escorts it should have been pretty damn clear she would need backup. I mean, she's a human and Roon is a warship, and one of those is much squishier than the other.
