I'm reminded of how my friend back in middle school made fun of the "evil" tornado chasers in Twister - who were the designated villains seemingly solely because they had more money and all wore black - by humming the Imperial March from Star Wars every time they showed up. The only thing they're missing is the van being black, too.
I am more surprised that they are using a left hand drive car which is more common in europe

It's not just "more common in Europe", all countries that are not islands have left-hand drive cars simply because it's too much of a problem to have contiguous roads where the side you drive on shifts from one to the other. Hence, England, Japan, and some other island nations are some of the only places that hold onto the English right-hand driving.

The Philippines is an oddity then because over here we have left-hand drive despite being an island nation.

It's not that all islands do, it's that only islands have the choice. Since more left-hand-drive vehicles are made than right-hand-drive ones, many island nations just buy up left-hand-drive cars and drive on the right because it's cheaper and easier unless they already had an existing tradition of driving on the left that they didn't want to change.

If this isn't Japan, this author doesn't know how to convey that through any means OTHER than putting the wheel on the other side of the van.
Now this might be pointless to reply to an old post like this but maybe if someone is interested, the author is from Taiwan. They drive on the right there so it could've been just a simple mistake from the author to accidentally draw it like that. Kinda happens every now and then.
