Maybe the Admiral needs to be replaced and moved inland with promise that she can come visit them from time to time. This has gotten too much out of control. By this point the admiral presence is nothing but liability, and the fact that she is unable to keep her people in check and gauge their psychological profile to any level whatsoever does indicate that her place would be best spent *not* being the Commander.
At the very best she should be the one that greets the girls once they return from their combat. But she shouldn't be taking any other responsibilities.

this is pretty much it. unless parka has some idea tied up of her secretly being an evil sadist mastermind, it's fairly apparent that as rai and den said, the commander's so busy trying to be kind and sincere and accepting that she's completely blinded herself to the actual needs and issues of her fleet. the house of cards barely stays standing with her around, with serious help from some of the more stable ships desperately trying to prevent this exact kind of meltdown. take her out of the picture and it entirely collapses on the spot. it's still weird tho, having akagi of all ships being among the sane ones. she's like. the original posterchild for dangerously mentally ill AL botes.
Well if the situation is so dire that the military authorise non trained people to recieve the admiral charge an title if they do well enough and don't give them a "trainer"/officer to help them, then they can't/ don't have the time/ressoruces to psychologicaly repair their shipgirls...
so using them until they self destruc or go mad is logical.
a bit like many countries when they get crazy in their war, like ww2 germnay and america and in realiti most armies with their ptsd soldiers. Use them until they break kind of attitude
