That's because her initial reaction is, "Yamashiro was doing something rude/dangerous to the Admiral, I must apologize on behalf of her immediately so that she isn't punished!" (Yamashiro seems just paralyzed by the realization.)

This series has been (relatively) tame so far. The furthest it's gone beyond that point is Yamashiro's attraction to the Admiral. It's rather blunt at this point, yes, but she's a benign example. I'm betting she had no intentions of going beyond aggressive (if harmless) cuddling. I'm not even sure she cares that he's much younger than her. For all we know, it's less the shotacon part and something else entirely.

I'm sure he'll grow up into a fine young man and she'll still be attracted to him (provided he's still fundamentally the same). He's also far too shy to act on his own anyway. We'll have to wait and see.

I am reminded a bit of Negima. It's okay for Kid-miral to have an attraction (as a man) towards the other girls. As long as the series doesn't immediatly jump on the idea of him becoming a "man" instantly.
